in the episode where hannah is forced to bond with her new step sister in the last season, Mona is with her at the time that emily is being watched by A.
soo Mona cant be the one as A because she was in a different place while A was torturing pooe emily.
BESIDES. the creators of the PLL series on TV switched it up so that the story line is like the book but the ending isnt going to be the same. they said it themselves that Mona isnt the one who does it like in the book.
